Faced with a historic slate or tile roof, the typical roofer will solemnly declare, "It can't be fixed." Of course, that's simply not true.Because the majority of today's roofing contractors are experienced only with  asphalt shingles, they don't want to bother with slate and other historic roofing materials. The cost to completely restore a  typical slate or a tile roof is usually about 20-50% of the cost to replace it with shingles,depands on the tape of the roof and tape of the slate and have complacated it is(have many valleys,dormers and  chimneys flashings the roof have) As long as the slates themselves are still good, there is no need to replace the entire roof . When flashings wear out, (and they will) and it is a usual leak points (the slates usually outlast the flashings), they have to be replaced. This is simply a matter of removing any slates that are covering the flashings, pulling out the old flashings down to the bare roof deck, then replacing the flashings with new metal. Then replace the original slates back into their original positions.
